OER Support Form (DA Form 67-10-1A)

The OER Support Form sets a rated officer's duties and objectives for the rating period, records accomplishments at each counseling, and carries the self-development goals the rater sets. Its design asks officers to nest their objectives under their rater's and senior rater's — which is why the rater provides copies of both forms at the start (DA PAM 623-3, para 2-1).

How the support form moves through the rating period

  1. Start of the rating period. The rater gives the rated officer copies of the rater's and senior rater's support forms before counseling (DA PAM 623-3, para 2-1b(1)(a)). The rated officer drafts Parts IV and V so their objectives support the rating chain's.
  2. Initial counseling — within 30 days. The rater and rated officer agree on duties, objectives, and expectations, and the rater sets the Part VI self-development goals.
  3. Follow-up counseling. Quarterly follow-up counseling is mandatory for lieutenants and WO1s; captains and CW2s receive at least a midpoint session; field grade officers are counseled as needed (DA PAM 623-3, para 2-1b(2)(a)). Accomplishments are recorded against the objectives at each session.
  4. End of the rating period. The completed support form is the rated officer's input to the OER — the rater and senior rater write from the record it holds.

Counseling begins within the first 30 days. Follow-up counseling is quarterly for lieutenants and WO1s, at least at the midpoint for captains and CW2s, and as needed for field grade officers (DA PAM 623-3, para 2-1b(2)(a)).

Who drafts the OER Support Form?

The rated officer drafts Parts IV and V after the rater provides copies of the rater's and senior rater's support forms (DA PAM 623-3, para 2-1b(1)(a)). The rater sets the Part VI self-development goals, and the senior rater comments in Part VII.

What does it mean to nest objectives?

Each of the rated officer's objectives should support specific objectives on the rater's and senior rater's support forms, translated to the rated officer's echelon and duties. That is the purpose of the rater providing copies of both forms before initial counseling.

How often are officers counseled?

Initial counseling is within the first 30 days. Follow-up counseling is quarterly for lieutenants and WO1s, at least a midpoint session for captains and CW2s, and as needed for field grade officers (DA PAM 623-3, para 2-1b(2)(a)).

What are the Part V blocks?

Should accomplishments be written at the start of the period?

No. Accomplishments are recorded as they happen and reviewed at each counseling. An empty accomplishments box early in the rating period is normal; objectives are what get set at the start.
